Ralf Cook

Chair of the Board of Trustees

Now retired from paid employment, Ralf previously worked in senior positions within HM Revenue and Customs leading teams investigating tax evasion and avoidance, acting as Change and Business Development Manager for London and the South East which involved slimming down the network of local offices and achieving economies of scale and then acting as Director of Compliance for the Eastern Counties.

His last role before retirement was to act as the point of contact between HMRC and the Accountancy Profession on compliance issues. Since retirement Ralf fills his time with a number of voluntary roles including acting as a Chaplain at Broomfield Hospital, an Adviser for Citizens Advice and Chair of Governors at a large Junior School where he chaired the panel to appoint a new Headteacher and Deputy and supported the school in transitioning from Requires Improvement (Ofsted) to Good and now good with outstanding for the important area of child development.

Ralf also drives C360 Community Transport minibuses 3 days a week as a volunteer driver. He is a senior leader with the Salvation Army in Chelmsford and having served as a Scout Leader and Group Scout Leader is now the Treasurer of a thriving Scout Group

Outside ‘work’ Ralf enjoys spending time with his daughters and grandchildren

Ralf hopes that his experience of working at a strategic and policy level within public service coupled with his current roles back on the front line will enable him to make a worthwhile contribution to the success of Community 360

Anthea Hockly

Vice Chair of the Board of Trustees

Anthea has lived in Colchester for 40 years, moving from Surrey and Oxfordshire. With a degree in Physics, she worked in research and software development before focusing on family life, later returning to workforce development, education, and over 20 years with the NHS. Her final role was Associate Director for Workforce Development and Training at EPUT, and she holds a professional doctorate in workforce planning.

Since retiring in 2022, Anthea has devoted more time to volunteering, including mentoring for the Prince’s Trust, trusteeship with Gateway Qualifications, supporting the Colchester Soup Run, and helping resettle a refugee family. She also enjoys dance, Rock Choir, and her long-running Book Group.

Karen Bellerby

With over 12 years’ experience in HR and senior administration, I have built my career across hospitality and the charity sector, supporting people and organisations to thrive. Passionate about people development and community engagement, I now enjoy giving back to my local area, using my skills and experience to create meaningful impact and foster positive connections.

Carol Slade

Trustee and Chair of the Finance and Risk Committee

Carol is a semi-retired, self-employed IT consultant, working with a range of businesses on system migrations. With a varied career spanning both the commercial and third sectors, Carol brings extensive experience in governance, leadership, and strategy. During several years at a large disability charity, Carol worked closely with the CEO and served as Board Secretary, Company Secretary, and lead on Board governance.

At heart an entrepreneur, Carol is a strategic and innovative thinker who applies these skills to causes they feel passionate about. As a disabled person, Carol also brings valuable lived experience, recognising how support and social connection can transform lives. Their belief in innovation, choice, and removing barriers aligns strongly with Community360’s mission and vision for the future.

Luke O'Reilly

Trustee

Having originally trained as a journalist, Luke O’Reilly is an accomplished senior communications and policy professional with over a decade of experience in the charity, public, and healthcare sectors. He is currently Head of Marketing, Communications and Policy at a healthcare membership body.

Luke moved to Essex a few of years ago, eager to get more involved in the community, make a positive difference, and work to enhance people’s quality of life. Passionate about making a tangible impact, he combines strategic thinking with hands-on leadership to drive growth, engagement, and policy influence.

An avid traveller, outside of work he enjoys football, tennis, climbing, photography, cooking, tennis, hiking, gardening and going to the occasional gig.

Francis Perera

Trustee and Treasurer

Francis qualified as a Chartered Accountant with Baker Tilly, London and subsequently worked for KPMG. He was then appointed as Financial Controller, Royal London Insurance for 10 years. Francis was instrumental in establishing Innovative Market Leading Pensions Company (PAFS) becoming the Finance Director & Company Secretary.

Following its demutualisation, Francis joined Just Retirement PLC taking an active role in initially establishing Financing from Private Equity Funding and subsequently enabling the listing of the Group on the London Stock Exchange in the FTSE 250 segment. After 10 years Francis took early retirement in 2015 and became a trustee of Emmaus Colchester in December 2016.

Salma Ahmed

Trustee and Treasurer

Salma Ahmed is a newly appointed Trustee at COM60. She moved to Colchester from Bangladesh with her family in the late 1980s and has been actively involved in community work for many years. A mother of three, Salma began her career as an Early Years Practitioner and currently serves as Director of the Bangladeshi Women’s Association Essex.

Drawing on her lived experience and deep understanding of community issues, Salma is passionate about empowering individuals, promoting inclusion and equality, and improving quality of life by strengthening communities. She brings a collaborative approach and a strong commitment to community development, supporting COM60’s mission to create positive and lasting change.
